TV walls, accent walls and built-ins in Delray Beach, FL

Delray Beach's downtown is ringed by five historic districts with houses built from the early 1900s to the 1940s, from frame vernacular cottages in Old School Square to Mediterranean Revival homes in Del-Ida Park. About half of its homes are in buildings with two or more units, and an unusually large share are townhouses and villas. The city is in Palm Beach County, outside the High-Velocity Hurricane Zone.

Permits and building rules

The Building Division is in the north wing of City Hall at 100 NW 1st Avenue (561-243-7200), and permit applications, drawings, review comments and payment go through the city's online eServices portal. Palm Beach County's Building Official says the HB 803 under-$7,500 exemption does not apply anywhere in the county because the whole county is a flood hazard area, so plan on normal permits, and electrical work is excluded from that exemption in any case.

Questions from Delray Beach homeowners

Does the new $7,500 permit exemption cover a TV wall in my Delray Beach home?

Do not count on it. Palm Beach County's Building Official wrote in June 2026 that HB 803 does not apply to properties in a flood hazard area, and because all of Palm Beach County is designated a flood hazard area, current permit requirements remain unchanged within the county. The law also leaves out electrical, plumbing, mechanical, gas and structural work regardless of cost, so a new outlet or circuit behind the TV needs a permit either way.

My address says Delray Beach but I live in Kings Point. Who issues my permit?

Palm Beach County, not the city. Kings Point is an unincorporated retirement community west of Delray Beach, and the county's Permit Center handles building permits for the unincorporated area. Its South County office is at 345 S. Congress Avenue, Suite 102, in Delray Beach, and applications can also be filed online through the county's ePZB portal.

I live in Del-Ida Park or another Delray historic district. What does the district change?

Del-Ida Park, platted in 1923, became a locally designated historic district in 1988, along with Nassau Park and the Marina district. The city's historic preservation FAQ says demolition of any structure in a historic district, contributing or not, needs a Certificate of Appropriateness from the Historic Preservation Board under LDR Section 4.5.1(F). For anything beyond interior finish work, ask the city's historic preservation staff before you start.
